Brigadier General (ret) Robert D. Bowie is the chief climate officer and senior advisor to the chief executive officer at Climate Transition Development (CTD) Corporation. Previously, he served in the Air Force over 34 years as a career civil engineer with oversight of planning, design, engineering, operations, and management of facilities, pavements, and utility infrastructure. His last assignment was as the Special Assistant to the Director Air National Guard for the Assistant Secretary of Air Force Energy, Installations, and Environment (SAF/IE), Headquarters Air Force. He advised a senior executive service four-star equivalent and four Deputy Assistant Secretaries as a trusted agent providing a uniformed perspective of the reserve component concerning infrastructure, basing, environmental, energy, community partnership, and safety policy. Additionally, he served as the lead action officer to create the climate integration office to be the primary adaptation and migration integrator across the Department of the Air Force. He also led the effort to create the Air Force’s climate action plan with three priorities – maintain air and space dominance by making installations more resilient; make climate informed decisions; and optimize energy use and pursue alternative energy sources. He successfully programmed $2.2B into Air Force climate program for FY24-28. General Bowie holds a bachelor’s degree in Electrical Engineering and Mathematics from Carnegie Mellon University, a master’s degree in Public Administration from Northern Michigan University, and a master’s degree in Strategic Studies from Air War College.
