Minister of Petroleum, Energy and Renewable Energy

Mr. CISSE is currently Minister of Petroleum, Energy & Renewable Energy of the Republic of Côte d’Ivoire. Before his appointment, Mr Cisse was Minister, Special Advisor to the President of the Republic of Côte d’Ivoire. Previously, he has also been, for four years, Minister of Budget and State-Owned Entities of the Republic of Cote d’Ivoire and was responsible for the Budget, Customs, Taxes and State-owned Entities. Mr. CISSE started his career at Goldman Sachs in London within the Commodities Department covering European Corporate Clients and Governments. In his last position at Goldman Sachs, prior to joining the public administration in his home country, he served as an Executive Director on the Index Trading Desk within the Equities Derivatives Division. Mr. CISSE graduated from Ecole Polytechnique (X2001, France) with an Engineering Degree and holds a Master of Science in Petroleum Economics & Management from the French Institute of Petroleum (IFP School – France). Mr. CISSE was named, in 2017, Young Global Leader by the World Economic Forum.

    Sub-Saharan Africa faces challenges of electricity supply access, availability, and affordability. The solutions rely on earning a return on investment for private investors or government institutions. Problems with subsidy constraints, payment defaults or proposed renegotiations of contracts, and financing have raised barriers to investment in traditional power infrastructure in some parts of Africa, and innovative, new off-grid or captive schemes often face regulatory uncertainty. What models can fast-track needed investment and deliver power at the prices and levels of reliability that African economies need for growth? What changes will stakeholders need to make to established business models? Will the prize be worthwhile?
