President & Chief Executive Officer

José L. Pérez is a renowned entrepreneur and leader in the American energy industry. He is the co-founder, President, and CEO of Hispanics In Energy (HIE), a national non- profit organization he established in 2012. The organization aims to promote Hispanic inclusion in the energy industry. Under his leadership, HIE has organized successful energy policy forums in various states, including Washington D.C., Illinois, Colorado, Texas, New Mexico, Michigan, Pennsylvania, North Carolina, Minnesota, Ohio, Washington D.C., Arizona, and California. In 2022, José was appointed as a National Petroleum Council (NPC) member by Energy Secretary Jennifer M. Granholm. He testified before the House Energy Committee on energy policy in 2021 and spoke about the impact of the energy transition on America's Hispanic workers and businesses. In 2020, José was named "Energy Ambassador" by the U.S. Department of Energy, tasked with assisting underserved communities in accessing energy offices and providing advice on enhancing equity in energy. José has held several leadership positions in the energy industry, including serving as Chair of the Energy Utilities Diversity Group in Minnesota in 2019. In this role, he worked with policymakers, regulators, labor, business, and industry leaders to successfully launch policies promoting greater participation by diverse communities. He also prepared a Resolution in partnership with the Hispanic Association of Colleges and Universities (HACU) to encourage the utility commission convening power to increase diversity in the Energy STEM pathway, which was approved by the National Association of Regulatory Commissioners (NARUC). In addition to his work in the energy industry, Jose owns and is the publisher of the Latino Journal. This non-partisan digital media company provides independent analysis of public policy and government as it affects 62 million Hispanic Americans, the largest minority group in America. He has also created and led several non-profits, such as the National Utilities Diversity Council (NUDC), the California Utilities Diversity Council (CUDC), and the Energy Utilities Diversity Group (EUDG) in Minnesota. José has also held executive positions in the California government, including at the CA Dept. of Transportation and the CA State Personnel Board. He is an expert in personnel management in the private and public sectors. Additionally, he served as a special advisor to the Minnesota Public Utilities Commission, Arizona Corporation Commission, Illinois Commerce Commission, and California Public Utilities Commission. Overall, José L. Pérez is a highly respected leader in the energy industry, recognized for his efforts to promote diversity and inclusion in the sector.
