Mr. QIAN Guoqiang is Chief Strategy Officer and Deputy General Manager of SinoCarbon, a leading climate policy consultant in China. He is an recognized expert on climate and carbon neutrual policies and strategies, with one of the most extensive records of supporting ETS designing and operation both at the pilot and national level in China. He is currently serving as Deputy Secrtary General of the Carbon Dioxide Peaking and Carbon Neutrality Committee, Chinese Society for Environmental Sciences. Mr. QIAN was climate policy expert in the Department of Treaty and Law of the Chinese Ministry of Foreign Affairs, and one of the key climate negotiators in the Chinese delegation during 2005 and 2011. He participated in the formulation of a number of key climate policies in China, including China’s national Climate Change Programme, China’s Initial National Communication to UNFCCC, Measures for the Management of VER Trading, Administrative Rules on Managing the Operation of CDM Projects in China and its follow up amendments, as well as Administrative Rules on Managing the CDM Fund in China. He once served as Member of UNFCCC Joint Implementation Supervisory Committee (JISC) , Key Expert of EU-China ETS Policy Dialogue Platform, and Board Director of the Gold Standard Foundation.
