Director of HR & Supply Chain

Stuart Payne leads the Oil & Gas Authority’s (OGA) Human Resource function. Mr. Payne also works with the UK service sector, supporting Maximising Economic Recovery (MER) UK as well as exports. His work is part of Vision 2035, a long-term strategy for the UK’s oil and gas industry. Mr. Payne co-chairs the industry’s MER UK Supply Chain & Exports Task Force and is a member of the Scottish government’s Oil and Gas Industry Leadership Group. He joined the OGA in January 2015 after holding a variety of leadership positions in the oil and gas industry in the United Kingdom and overseas. Away from the OGA, Mr. Payne is a Non-Executive Director of the Brightside Trust and a member of the National Advisory Board of Barnardo’s Scotland, a leading charity serving the needs of Scotland’s most disadvantaged children.

    After a record-breaking year for M&A in the North Sea in 2017, and 2018 not far behind on value and with a larger number of deals, 2019 has arrived with no let-up in activity, with a plethora of assets up for grabs and, seemingly, no shortage of interest from buyers. Why invest in this middle-aged arena? Has age diminished its charm, or made it more alluring? Private equity–backed companies have been keen buyers; Have they grown value, and how and when will they exit?
