Executive Director of Loan Programs Office

John Sneed was appointed by President Trump in May 2017 to serve as Executive Director of the Loan Programs Office (LPO) at the U.S. Department of Energy (DOE). Mr. Sneed oversees the program’s more than $30 billion portfolio of loans and loan guarantees to innovative energy, advanced technology vehicles manufacturing, and tribal energy development projects, making it the largest project finance organization in the U.S. government. Mr. Sneed currently chairs the DOE’s Project Management Risk Committee (PMRC), which provides project management risk assessments to select DOE projects. The PMRC provides recommendations to the Energy Systems Acquisition Advisory Board, which advises the Secretary of Energy and other senior officials across the Department on enterprise-wide project management policy and issues. Mr. Sneed brings more than two decades of experience in government infrastructure investment and management from his time working for the State of Texas. As a member of the Texas Bond Review Board, Mr. Sneed helped to ensure the prudent use of debt financing to meet the state’s infrastructure needs. In his capacity as Senior Advisor to the Lieutenant Governor, Mr. Sneed served as liaison to the Texas Enterprise Fund, the largest “deal-closing” fund of its kind in the nation, and the Emerging Technology Fund, which provided incentives for commercialization activities for early-stage technologies.
