Renata Beckert Isfer, Secretary of Oil, Natural Gas, and Biofuels, Ministry of Mines and Energy (MME), Brazil, previously served as Chief Legal Consultant of MME for three years and served as a Federal Attorney of Brazil for 12 years. She has specialized in tax law. Ms. Beckert Isfer also participated in an executive program called “Women and Power” at Harvard Kennedy School and is very engaged in promoting diversity in her field. Ms. Beckert Isfer holds a degree from the Law School at Centro Universitário Curitiba in Brazil. Ms. Beckert Isfer is currently pursuing a master’s degree in law, public policies, and economic development at University Center of Brasília.

Basins such as offshore Brazil, the Guyana Basin on the Equatorial Margin, and the onshore Neuquén Basin all illustrate the depth of potential investment interest in several other basins in the region. However, the aboveground offering must also be competitive. Shifting realities, risks, and policies toward investment all interact to the region’s detriment. Can policymakers in the region enhance competitiveness to capture a larger share of what promises to be suppressed global spending in E&P? Can gas market reforms and midstream liberalizations unlock the region’s upstream opportunities? How do companies and governments see the impact of the energy transition on Latin American E&P?
