Secretary General

Dr. Xiansheng Sun has served as Secretary General of the International Energy Forum since his election in August 2016. Prior to that, he has held the position of President of China National Petroleum Corporation’s (CNPC) Economics and Technology Research Institute (ETRI), reporting to the Chinese leadership on energy policy decision making, Chinese gas pricing reforms, and international energy cooperation. He has also been deeply involved in the energy policy studies of the Chinese energy five-year planning process. In addition to senior executive positions within CNPC in China, over the last 30 years, Dr. Sun has held several CEO/Chairman roles in CNPC subsidiaries around the globe. Dr. Sun holds an LLM and a PhD from the University of Dundee, where he also holds a honorary professorship in the Centre for Energy, Petroleum and Mineral Law and Policy.

    NOCs continue to have a growing list of mandates that require a balancing act between increased domestic responsibilities across the energy value chain, attracting new investment/partners within domestic upstream, while also pursuing a renewed international growth phase. These shifting priorities, at a time of continued industry volatility, could have a marked impact on upstream investment/production, from a company, country, and regional perspective. What are the near-term priorities shaping decisions in upstream? Are NOCs shifting toward diversification or specialization in their respective portfolios? What partnership models are being considered to achieve success at home and abroad? How central is technology and innovation in making portfolio decisions?
