Ruben Lubowski, Chief Natural Resource Economist, Environmental Defense Fund (EDF), is widely recognized for his expertise on climate policy, economics, and finance, with a focus on carbon market design and approaches to reduce emissions from deforestation and other land-use activities. He works with researchers and policy practitioners to design and implement carbon markets and other strategies to address global climate change. Dr. Lubowski has testified before the US Senate and developed analyses for decision-makers around the world. He has presented in academic and policy settings and published in books, government reports, and professional journals. Dr. Lubowski was a Lead Author of the World Bank-International Carbon Action Partnership (ICAP) Handbook on Emissions Trading System design and implementation and has taught environmental economics and policy as an Adjunct Professor at Columbia University’s School of International and Public Affairs as well as New York University’s Stern School of Business. Before joining EDF, he had additional experience with the US Department of Agriculture, the United Nations Development Program, and the Harvard Institute for International Development. Dr. Lubowski holds a bachelor’s degree, master’s degree, and PhD from Harvard University.
