Kairat Kelimbetov

Governor

Kairat Kelimbetov, Governor, Astana International Financial Centre, was appointed as Governor of the Astana International Financial Centre in December 2015 by order of the President of the Republic of Kazakhstan. Mr. Kelimbetov also served as the Chairman of the Council of Eurasian Economic Commission, representing Kazakhstan. In October 2013, by the Decree of the President of Kazakhstan, he was appointed Chairman of the National Bank of Kazakhstan. In January 2012, he was appointed as the Deputy Prime Minister of the Republic of Kazakhstan, where he governed issues that included macroeconomics, budget policy, governing state companies and the finance sector, tax, and custom regulations. Mr. Kelimbetov was appointed Minister of Economic Development and Trade in April 2011. From 2008 to 2011, he was Chief Executive Officer of the Samruk-Kazyna Sovereign Wealth Fund, a joint stock company fund consolidating state companies. In January 2008, Mr. Kelimbetov was appointed Head of the Administration of the President of the Republic of Kazakhstan. From 2006 to 2008, he served as Chief Executive Officer of Kazyna Sustainable Development Fund, managing state development institutions. From 2002 to 2006, Mr. Kelimbetov served as Minister of Economy and Budget Planning. Previously, he worked as First Vice-Minister of Finance, as a member of the Supreme Economic Council under the President of Kazakhstan, and he served as Chairman of the Agency for Strategic Planning. Mr. Kelimbetov holds degrees from M.V. Lomonosov Moscow State University, High Academy of Governance under the President of Kazakhstan, and Georgetown University.
