David is a leading authority on climate change, decarbonization and how regulation affects the workings of energy markets. Apart from his work at UC San Diego, he has been a convening lead author for the Intergovernmental Panel on Climate Change (IPCC) and has held leadership positions at the Brookings Institute; the World Economic Forum and other organizations.
